Considering the ICG is a rather small non-military organization what makes them experts in warfar or in potential wartime crisis? Since they are also non-governmental and consist of the following as their chairpersons;
Christopher Patten - Co-Chair, Crisis Group, Former European Commissioner for External Relations, Former Governor of Hong Kong, Former UK Cabinet Minister, Chancellor of Oxford and Newcastle Universities.
Thomas Pickering - Co-Chair, Crisis Group, Former U.S. Ambassador to the UN, Russia, India, Israel, Jordan, El Salvador and Nigeria
Gareth Evans - President & CEO, Former Foreign Minister of Australia
They actually have no real authority or voice in this situation and disagree with those who were given the authority and voice, calling the Baker-Hamilton report " insufficiently radical if Iraq’s collapse and an unprecedented regional war are to be avoided". So, how is it that their opinion should be considered reliable and why exactly should President Bush even give them the time of day?

There are several think tanks, The Rand Corporation, Heritage Foundation, PENAC, and yes the Iraq Study Group.
