I odubt seriously if a terrorist would think twice about bombing a funeral procession if they had a chance to take out a bunch of American leaders.
As far as rules of engagement, I am not sure about that. If you are firing shots from a mosque then that mosque should be attacked. If you are meeting in funeral processions one could expect those to be unsafe places as well.

Because we've heard that old - 'did the 9/11 terrorists give a shit about rules'?' line too many times now. It's like with music, there's only so many times you can listen to 'Born In The USA' without it inducing a feeling of unpleasant, over familiarity. You, I suspect, will vehemently disagree though.

Dom, they are part of the rules of engagement (ROE). I wish I could download for you guys some AC-130 footage from Afghanistan and you can see the very, very stringent ROE at work. The ROE was very strict from the get go in Afghanistan even just after 9/11. And there were reasons for this....an it's not because of fear of the liberal backlash....that's ridiculous....that's just another blame game.
Now, I'm not justifying some of these things. But the motivation is the following: in these kinds of wars where you rely heavily on indigenous intel, you don't want to alienate the population at any costs, period.
I don't know what happened in this case. When there is a perceived question mark when it comes to the ROE, things get very sticky and they slow down because the decision making becomes very centralized. The ROE can be gray at times...this may have been one of those times....at least, for the Predator controllers.

There are many examples of grey area as per the ROE and the miltary. This is only one story and why is it still coming back? Politics pure and simple and how you want to paint the left. Look, it is an old story and I am sure there are many others like it but even look at the date of the story. Just before the election and you are bringing it up again.
