No, he did not posses the ingredients he needed. He had no reactor (thanx to isael) he had no centrifuges, no way to process the ore at all. Uranium ore is neither a weapon nor does it have mass destructive capabilities until it's HEAVILY processed and refined.

The Kurd issue happened PRIOR to the 91 war. The whole point of the inspections was to destroy them. Which we did. at the time of the 03 invasion, HE HAD NO WMD! That is, WEAPONS OF MASS DESTRUCTION. If he had them, he would have used them against us. He didn't hesitate against the Iranians, nor the Kurds, he ruthlessly protected his position as president, why would he not use them knowing that baghdad would fall in days. Or perhaps you think he was looking forward to a little R&R in a spider hole for... how many months?
