LOL, if you want to reduce government handouts make only those with children pay school tax. Imagine the outrage if non smokers were forced to share the cigarette tax that smokers pay per pack. Seniors living on SS, and single adults shouldn't have to pay school taxes for those who could field a football team while living in a HUD house.

This would put an end to irresponsible breeding habits and punish poor parenting. I'll bet more parents would make sure the homework is getting done if they had to pay for each kid to go to school. While we're at it let's cut welfare for those who have additional children while on the government "payroll".

Making demos personally accountable for their lives and actions is a sure fire way to get them off of the government teat.
