If dumbing down means convincing people to buy into oil conspiracy theories, and covert CIA agent theories, and 16 word theories, and US involvement in the planning of 9/11 theories, and anthropogenic global warming theories, then yes, a fair percentage of the populaiton has been dumbed down.
