Because Bush was stupid:
1) He believed the exiled Iraq National Congress and he played into their hands,
2) He did what the Israelis directed him to do,
3) The Saudis who promised us cheap oil told Bush to F' off.

Yeah, I know about Haliburton. The company is made up of a bunch of alcoholic expatriots blood suckers who follow military campfires around the world. They love war torn nations, because they can sit on their ass all day collecting 10X what they would get on a job in the USA. Generally their single biggest job requirement is knowing how to speak English.

So in other words you do not know about Halliburton. They make the same money here on American soil that they make in other places around the world. Welcome to the world of government contracts. Along with Bechtel Corp. they build almost every government building from Military bases to storage sheds. They also build most every power plant in the world. Please know what you are talking about before spouting off. There are probably less than five companies in the world that can do what they do. It sucks because they can charge whatever they want for it, but it doesn't change that they are the only ones that can accomplish those tasks.

It is not $2 a gallon because of because of a projected doubling of demand, the supply coming out of the ground is more sulfurous. As a result, it will have to be more finely refined. Oil producers will have to invest $180 billion in refinery capabilities to keep up. The big oil companies who have been making record profits still want to make more (greed). Also, three fourths of all the oil in the world is owned by governments. Islamic extremism will destabilize Saudi Arabia, which owns the world's biggest oil deposits. The amount of proved reserves held by Western oil companies will shrink as others follow Royal Dutch/Shell Group's lead in restating numbers. And -- the most common worry -- rapid growth in China and the U.S. is exceeding oil supplies.
Yes, I know about Halliburton. They have an epidemic of waste, fraud and poor contract oversight that have plagued the Iraq occupation from the start. It vindicates key congressional critics, such as Sen. Byron Dorgan, D-N.D., and Rep. Henry Waxman, D-Calif., whose dogged persistence has exposed a cornucopia of corruption associated with contracts like Halliburton’s.
As was the case with the oil contracts, Halliburton remains eligible to bid for the new logistics contracts in Iraq, despite a horrendous record of dubious cost overruns, waste, employees who took kickbacks, the torching of $85,000 trucks that required only minor repairs, $45 cases of soda, $100 per bag of laundry, and evidence that Halliburton served contaminated water to the troops. All of this and so much more have been uncovered by the Pentagon’s auditors, the Inspector General for Iraq Reconstruction, numerous whistle blowers.

You need to go to the Haliburton career website and check out the "job requirements". They usually are one sentence or even a phrase. Basically, they are looking for bodies that can walk around and they can bill for. The more bodies, the more they can bill.
Oh, and you will want to notice that people are applying for jobs in foreign countries, so the pay will reflect the adjusted pay. Also North American jobs will note that you can be shipped offshore immediately, so you better factor in combat pay. While I don't have their exact pay scale in my hand, no company in the world doesn't ajust pay for locality.
I have been associated with, but not worked for, companies like Haliburton in the past and it recent years considered working with Haliburton. What they typically provide is a company structure at the start. Top and mid managers, accountants, a home office, etc. Most everything else they hire.
I have witnessed these type of workers and don't believe any company inside the US borders would put up with their low productivity, appearance or behavior.
After you see the jobs they are hiring, please explain why they would need such high level Engineering staff, unless they don't have people who know that stuff.

A Day in Life of an Evil Conservative
I woke up as usual around 10:30 and noted with deep satisfaction that the prols were already working for no less than 3 hours, sweating around the steel mills and automobile plants, making the CEO rich. I had a light Atkins-friendly breakfast consisting of a pound of Beluga caviar and poached eggs of American Bald Eagle. I yelled a little at the servants for failing to procure freshly chopped dolphin liver, but it was too early to get really loud.
I then went for the unnecessary drive in my Cadillac SUV dragging behind me a trailer with a huge boat, which I did not need, but it looked impressive. I drove for about 200 miles in the second gear, just wasting gas. When I pulled up to the gas station, I spilled at least a pint of gas on the ground. They say it buggers up the ozone layer. I like that! You didn’t pay for it, so don’t tell me what to do with it! To cause further damage to the atmosphere, I had a lunch of beans.
I noticed a blind beggar with the hat and some coins. I swiped the money and send it as a donation to Halliburton. I’m sure they’ll employ this capital better than the useless beggar.
While chopping down the ugly 400 year old oak tree, I noticed a stray cat. I tortured it a little, to offer myself a pleasant diversion.
It was a fulfilling and useful day.
