'The USS Liberty': America's Most Shameful Secret

NEW YORK – On the fourth day of the 1967 Arab Israeli War, the intelligence ship 'USS Liberty' was steaming slowly in international waters, 14 miles off the Sinai Peninsula. Israeli armored forces were racing deep into Sinai in hot pursuit of the retreating Egyptian army.

'Liberty,' a World War II freighter, had been converted into an intelligence vessel by the top-secret US National Security Agency, and packed with the latest signals and electronic interception equipment. The ship bristled with antennas and electronic 'ears' including TRSSCOMM, a system that delivered real-time intercepts to Washington by bouncing a stream of microwaves off the moon.

'Liberty' had been rushed to Sinai to monitor communications of the belligerents in the Third Arab Israeli War: Israel and her foes, Egypt, Syria, and Jordan.

At 0800 hrs, 8 June, 1967, eight Israeli recon flights flew over 'Liberty,' which was flying a large American flag. At 1400 hrs, waves of low-flying Israeli Mystere and Mirage-III fighter-bombers repeatedly attacked the American vessel with rockets, napalm, and cannon. The air attacks lasted 20 minutes, concentrating on the ship's electronic antennas and dishes. The 'Liberty' was left afire, listing sharply. Eight of her crew lay dead, a hundred seriously wounded, including the captain, Commander William McGonagle.

At 1424 hrs, three Israeli torpedo boats attacked, raking the burning 'Liberty' with 20mm and 40mm shells. At 1431hrs an Israeli torpedo hit the 'Liberty' midship, precisely where the signals intelligence systems were located. Twenty-five more Americans died.

Israeli gunboats circled the wounded 'Liberty,' firing at crewmen trying to fight the fires. At 1515, the crew were ordered to abandon ship. The Israeli warships closed and poured machine gun fire into the crowded life rafts, sinking two. As American sailors were being massacred in cold blood, a rescue mission by US Sixth Fleet carrier aircraft was mysteriously aborted on orders from the White House.

An hour after the attack, Israeli warships and planes returned. Commander McGonagle gave the order. 'prepare to repel borders.' But the Israelis, probably fearful of intervention by the US Sixth Fleet, departed. 'Liberty' was left shattered but still defiant, her flag flying.

The Israeli attacks killed 34 US seamen and wounded 171 out of a crew of 297, the worst loss of American naval personnel from hostile action since World War II.

Less than an hour after the attack, Israel told Washington its forces had committed a 'tragic error.' Later, Israel claimed it had mistaken 'Liberty' for an ancient Egyptian horse transport. US Secretary of State, Dean Rusk, and Joint Chiefs of Staff head, Admiral Thomas Moorer, insisted the Israeli attack was deliberate and designed to sink 'Liberty.' So did three CIA reports; one asserted Israel's Defense Minister, Gen. Moshe Dayan, had personally ordered the attack.

In contrast to American outrage over North Korea's assault on the intelligence ship 'Pueblo,' Iraq's mistaken missile strike on the USS 'Stark,' last fall's bombing of the USS 'Cole' in Aden, and the recent US-China air incident, the savaging of 'Liberty' was quickly hushed up by President Lyndon Johnson and Defense Secretary Robert McNamara.

The White House and Congress immediately accepted Israel's explanation and let the matter drop. Israel later paid a token reparation of US $6 million. There were reports two Israeli pilots who had refused to attack 'Liberty' were jailed for 18 years.

Surviving 'Liberty' crew members would not be silenced. They kept demanding an open inquiry and tried to tell their story of deliberate attack to the media. Israel's government worked behind the scenes to thwart these efforts, going so far as having American pro-Israel groups accuse 'Liberty's' survivors of being 'anti-Semites' and 'Israel-haters.' Major TV networks cancelled interviews with the crew. A book about the 'Liberty' by crewman James Ennes' was dropped from distribution. The Israel lobby branded him 'an Arab propagandist.'

The attack on 'Liberty' was fading into obscurity until last week, when intelligence expert James Bamford came out with Body of Secrets, his latest book about the National Security Agency. In a stunning revelation, Bamford writes that unknown to Israel, a US Navy EC-121 intelligence aircraft was flying high overhead the 'Liberty,' electronically recorded the attack. The US aircraft crew provides evidence that the Israeli pilots knew full well that they were attacking a US Navy ship flying the American flag.

Why did Israel try to sink a naval vessel of its benefactor and ally? Most likely because 'Liberty's' intercepts flatly contradicted Israel's claim, made at the war's beginning on 5 June, that Egypt had attacked Israel, and that Israel's massive air assault on three Arab nations was in retaliation. In fact, Israel began the war by a devastating, Pearl-Harbor style surprise attack that caught the Arabs in bed and destroyed their entire air forces.

Israel was also preparing to attack Syria to seize its strategic Golan Heights. Washington warned Israel not to invade Syria, which had remained inactive while Israel fought Egypt. Bamford says Israel's offensive against Syria was abruptly postponed when 'Liberty' appeared off Sinai, then launched once it was knocked out of action. Israel's claim that Syria had attacked it could have been disproved by 'Liberty.'

Most significant, 'Liberty's' intercepts may have shown that Israel seized upon sharply rising Arab-Israeli tensions in May-June 1967 to launch a long-planned war to invade and annex the West Bank, Jerusalem, Golan and Sinai.

Far more shocking was Washington's response. Writes Bamford: 'Despite the overwhelming evidence that Israel attacked the ship and killed American servicemen deliberately, the Johnson Administration and Congress covered up the entire incident.' Why?

Domestic politics. Johnson, a man never noted for high moral values, preferred to cover up the attack rather than anger a key constituency and major financial backer of the Democratic Party. Congress was even less eager to touch this 'third rail' issue.

Commander McGonagle was quietly awarded the Medal of Honor for his and his men's heroism – not in the White House, as is usual, but in an obscure ceremony at the Washington Navy Yard. Crew member's graves were inscribed, 'died in the Eastern Mediterranean..' as if they had be killed by disease, rather than hostile action.

A member of President Johnson's staff believed there was a more complex reason for the cover-up: Johnson offered Jewish liberals unconditional backing of Israel, and a cover-up of the 'Liberty' attack, in exchange for the liberal toning down their strident criticism of his policies in the then raging Vietnam War.

Israel, which claims it fought a war of self defense in 1967 and had no prior territorial ambitions, will be much displeased by Bamford's revelations. Those who believe Israel illegally occupies the West Bank and Golan will be emboldened.

Much more important, the US government's long, disgraceful cover-up of the premeditated attack on 'Liberty' has now burst into the open and demands full-scale investigation. After 34 years, the voices of 'Liberty's' dead and wounded seamen must finally be heard.

I didn't say they were our allies, I said we were theirs. There is a difference. Surely there is speculation, as in what George said, that would point to a motive. If it wasn't an accident, then it doesn't make sense that this would just happen for no reason.

Also, you are talking about their influence being far reaching, and only give one instance to prove this. Is there a history of questionable Israel influence in the US?

At the behest of the Quartet…James Wolfensohn worked out a six-point plan to assist the inhabitants of the Gaza Strip…But not one of the six points was implemented. The Bush administration’s official in charge, Elliot Abrams, sabotaged the six-point plan from its inception…

Israel, with the strong backing of the United States, refused to recognize the democratically elected Hamas government and withheld payment of the millions in taxes collected by the Israelis on its behalf. This caused great economic hardship and undermined the ability of the government to function…Some European governments, according to reports, would like to end the economic boycott of Hamas once a unity government is successfully established. But the US has said it would not.

One explanation is to be found in the pervasive influence of the American Israel Public Affairs Committee (AIPAC), which strongly affects both the Democratic and the Republican parties. AIPAC’s mission is to ensure American support for Israel but in recent years it has overreached itself. It became closely allied with the neocons and was an enthusiastic supporter of the invasion of Iraq. It actively lobbied for the confirmation of John Bolton as US ambassador to the United Nations. It continues to oppose any dialogue with a Palestinian government that includes Hamas. More recently, it was among the pressure groups that prevailed upon the Democratic House leadership to drop the requirement that the President obtain congressional approval before taking military action against Iran…

Sharon did not want a negotiated settlement. He came to realize that the military occupation could not be maintained forever and withdrew from Gaza, in part, it has been argued, to strengthen the Israeli position on the West Bank…The Bush administration did not just passively acquiesce in the Sharon/ Olmert government’s policies; it actively encouraged them. AIPAC must bear its share of responsibility for aiding and abetting policies such as Israel’s heavy-handed response to Hezbollah last summer and its insistence on treating Hamas only as a terrorist organization…

The current policy of not seeking a political solution but pursuing military escalation—not just an eye for an eye but roughly speaking ten Palestinian lives for every Israeli one—has reached a particularly dangerous point. After the Israel Defense Forces’ retaliation against Lebanon’s road system, airport, and other infrastructure one must wonder what could be the next step for the Israeli forces…

The pro-Israel lobby has been remarkably successful in suppressing criticism. Politicians challenge it at their peril because of the lobby’s ability to influence political contributions…Anybody who dares to dissent may be subjected to a campaign of personal vilification. I speak from personal experience. Ever since I participated in a meeting discussing the need for voicing alternative views, a torrent of slanders has been released including the false accusation in The New Republic that I was a “young cog in the Hitlerite wheel”…

I am not a Zionist, nor am I am a practicing Jew, but I have a great deal of sympathy for my fellow Jews and a deep concern for the survival of Israel. I did not want to provide fodder to the enemies of Israel…But now I have to ask the question: How did Israel become so endangered? I cannot exempt AIPAC from its share of the responsibility…

I believe that a much-needed self-examination of American policy in the Middle East has started in this country; but it can’t make much headway as long as AIPAC retains powerful influence in both the Democratic and Republican parties. Some leaders of the Democratic Party have promised to bring about a change of direction but they cannot deliver on that promise until they are able to resist the dictates of AIPAC. Palestine is a place of critical importance where positive change is still possible. Iraq is largely beyond our control; but if we succeeded in settling the Palestinian problem we would be in a much better position to engage in negotiations with Iran and extricate ourselves from Iraq…Both for the sake of Israel and the United States, it is highly desirable that the Saudi peace initiative should succeed; but AIPAC stands in the way…

Whether the Democratic Party can liberate itself from AIPAC’s influence is highly doubtful. Any politician who dares to expose AIPAC’s influence would incur its wrath; so very few can be expected to do so. It is up to the American Jewish community itself to rein in the organization that claims to represent it. But this is not possible without first disposing of the most insidious argument put forward by the defenders of the current policies: that the critics of Israel’s policies of occupation, control, and repression on the West Bank and in East Jerusalem and Gaza engender anti-Semitism.

The opposite is the case. One of the myths propagated by the enemies of Israel is that there is an all-powerful Zionist conspiracy. That is a false accusation. Nevertheless, that AIPAC has been so successful in suppressing criticism has lent some credence to such false beliefs. Demolishing the wall of silence that has protected AIPAC would help lay them to rest. A debate within the Jewish community, instead of fomenting anti-Semitism, would only help diminish it…

I do believe that attitudes toward Israel are influenced by Israel’s policies, and attitudes toward the Jewish community are influenced by the pro-Israel lobby’s success in suppressing divergent views.

But AIPAC showed its true power — and its continuing ability to steer American Mideast policy in a disastrous direction — when a group of conservative and pro-Israel Democrats succeeded in removing language from a military appropriations bill that would have required Bush to get congressional approval before using military force against Iran.

The pro-Israel lobby’s victory on the Iran bill is almost unbelievable. Even after the nation repudiated the Iraq war decisively in the 2006 midterms, even after it has become clear that the Bush administration’s Middle East policy is severely unbalanced toward Israel and has damaged America’s standing in the world, Congress still cannot bring itself to stand up to the AIPAC line.

The fact that AIPAC…virtually dictates U.S. policy in the Mideast has long been one of those surreal facts of Washington life that politicians discuss only when they get near retirement — if then. In 2004, Sen. Ernest “Fritz” Hollings had the bad taste to reveal this inconvenient truth when he said, “You can’t have an Israel policy other than what AIPAC gives you around here.” Michael Massing… quoted a congressional staffer as saying, “We can count on well over half the House — 250 to 300 members — to do reflexively whatever AIPAC wants.” …The New Yorker’s Jeffrey Goldberg quoted Steven Rosen, AIPAC’s former foreign-policy director who is now awaiting trial on charges of passing top-secret Pentagon information to Israel, as saying, “You see this napkin? In twenty-four hours, we could have the signatures of seventy senators on this napkin…”

The Bush administration’s neoconservative Mideast policy is essentially indistinguishable from AIPAC’s. And so it is no longer possible to ignore it — even though it is a notoriously touchy and divisive subject…

The touchiest aspect of all is the role played by pro-Israel neoconservatives in laying the groundwork for the Iraq war. Much of the media has been loath to go near this, for obvious and in some ways honorable reasons: It feels a little like “blame the Jews.” But that taboo has faded as it has become clearer that “the Jews” are not the ones being blamed for helping pave the way to war, but a group of powerful neoconservatives, some but not all of them Jewish, who subscribe to the hard-right views of Israel’s Likud Party. This group no more represents “the Jews” than the Shining Path represents “the Peruvians.”

Logic and forthrightness has traditionally taken a back seat to timorous self-censorship when it comes to discussing these matters. But in addition to the war debate, several other watershed events have helped erode the taboo against discussing the power of the Israel lobby. The most important were the publications of John Mearsheimer and Stephen Walt’s “The Israel Lobby,” and Jimmy Carter’s “Palestine: Peace Not Apartheid.” The overwrought reaction to Mearsheimer and Walt’s piece, ironically, only supported its thesis. Similarly, the opprobrium heaped on Carter only succeeded in making it clear how little room there is for open discussion of these issues in America…

And there are signs that increasing numbers of Americans, Jews and non-Jews alike, are willing to openly question whether it is in America’s national interest for AIPAC, whose positions are well to the right of those held by most American Jews, to wield such disproportionate power over America’s Mideast policies…for liberal or moderate American Jews who don’t support Bush’s war in Iraq or his “war on terror” and who are willing to look at Israel warts and all, the fact that AIPAC has anointed itself as the de facto spokesmen for American Jews is becoming more and more unacceptable. And increasing numbers of them are beginning to speak out…

[Besides Phillip Weiss], Other widely read writers who have been outspoken on formerly taboo subjects include Matthew Yglesias of the American Prospect and Glenn Greenwald of Salon. Both Greenwald and Yglesias, for example, punctured a classic attempt by the Jewish establishment to smear Gen. Wesley Clark, who, saying that he feared that Bush might be preparing to attack Iran, added, “The Jewish community is divided but there is so much pressure being channeled from the New York money people to the office seekers.” Clark was immediately — and predictably — accused of being anti-Semitic…But as both Yglesias and Greenwald pointed out, everything Clark said was demonstrably true…

How long AIPAC will hold sway depends on how long it can convince politicians that it speaks for American Jews. It doesn’t, but only American Jews can prove that…Are liberal Jews really beginning to turn speak out against AIPAC? And if not, why not?…

America’s Mideast policies are in thrall to a powerful Washington lobby that is only able to hold power because it has not been challenged by the people it presumes to speak for. But if enough American Jews were to stand up and say “not in my name,” they could have a decisive impact on America’s disastrous Mideast policies.

the heart of the investigation are two people who work at The American Israel Public Affairs Committee (AIPAC), a powerful pro-Israel lobby in Washington. The FBI investigation, headed up by Dave Szady, has involved wiretaps, undercover surveillance and photography that CBS News was told document the passing of classified information from the mole, to the men at AIPAC, and on to the Israelis.

CBS sources say that last year the suspected spy, described as a trusted analyst at the Pentagon, turned over a presidential directive on U.S. policy toward Iran while it was, "in the draft phase when U.S. policy-makers were still debating the policy." This put the Israelis, according to one source, "inside the decision-making loop" so they could "try to influence the outcome." [CBS News]
