Unfortunately, making people better off has not been our history with Cuba. Batista hanged thousands of Cubans from street lamps, and the Cubans aren't going to forget that he was our butt-boy.

I only spent a couple of days there in the late 60's on my way to Viet Nam and I can tell you, Guam SUCKS! You have a giant Naval and Air Force Base and that's it! A pip-squeak, nothing town called Agana filled with drunken,horny sailors, airmen and Japanese tourists. It made one want to continue on to Viet Nam even at the risk of being killed.
