Senate Blocks Arctic Drilling Provision
Democrats Stymie Defense Bill

The Senate today failed to pass a major defense appropriations bill after a Democratic-led bloc stymied it with a filibuster in an effort to force removal of a controversial provision on oil drilling in an Alaskan wildlife refuge.

With 60 votes needed to overcome the filibuster and cut off debate on the bill, its backers fell short by four votes. The tally on a motion to invoke cloture so the Senate could move to a vote on the bill itself was 56-44.

The Senate showdown came over a provision allowing oil drilling in the Arctic National Wildlife Refuge (ANWR), a measure that was added to the $453 billion fiscal 2006 defense appropriations bill by Sen. Ted Stevens (R-Alaska). The bill includes money to support U.S. troops in Iraq, as well as $29 billion to help victims of Hurricane Katrina.

Voting to block the bill were 40 Democrats, one independent and three Republicans -- Lincoln Chafee of Rhode Island, Mike DeWine of Ohio and Bill Frist of Tennessee. Frist, the Senate majority leader, had supported passage, but once the voting numbers became clear, he cast a "no" vote for procedural reasons so that he could bring up the drilling issue for another vote.

The four Democrats who split with their colleagues and voted to cut off debate were Daniel Akaka and Daniel Inouye of Hawaii, Mary Landrieu of Louisiana and Ben Nelson of Nebraska.

WASHINGTON -- As record oil prices turn attention to the need for renewable fuels, momentum is building in Congress to buck Senator Edward M. Kennedy's bid to block the proposed Cape Cod wind energy project, potentially reviving efforts to construct the sprawling windmill farm in Nantucket Sound.

The chairman and the top Democrat on the Senate Energy and Natural Resources committee said yesterday that when the bill Kennedy backs that would effectively halt the wind farm comes up for a vote in the Senate, they will object on procedural grounds. They say they'll argue that a renewable energy project shouldn't be lumped in with a bill governing the Coast Guard.

Meanwhile, a group of rank-and-file House members, worried about the political ramifications of rejecting alternative energy sources while motorists pay $3 a gallon at the gas station, have persuaded House leaders to sidetrack the entire bill for at least several weeks, even though it was slated for action this week. The delay could give supporters of the wind farm time to make their case to members of Congress.

''Are we going to be for developing alternative energy or not?" said Representative Charles Bass, a New Hampshire Republican who helped persuade House leaders to table the bill until at least mid-May. ''The longer you delay it, the longer there is for people to examine the issue, and to determine what's going on here."

The efforts to move the wind farm forward occur amid growing attention to Kennedy's role in the secret, behind-the-scenes maneuvering to stop it. Republican Ted Stevens of Alaska, the senator who inserted the wind-farm provision into the Coast Guard bill, has acknowledged discussing the matter privately with the Massachusetts Democrat.

Obama against ethanol

In the US, Democratic presidential hopeful Barack Obama has said the US will not be able to ignore global suffering from a food crisis.

Obama said the US should be "mindful" of the effect its own search for alternative fuel sources is having and should slowly move away from maize-based fuel production that has shared the blame for surging food prices.

He said that maize-based ethanol, which is heavily subsidised in Obama's home state of Illinois, was a technology that should soon make way for other alternatives.

"We're going to have to shift to cellulosic ethanol, using biomass that is not part of the food chain," he said. "And that's going to require some time."

The production of bio-fuels in industrial nations has been widely blamed for the sharp rises in the price of maize, wheat, soya and other food staples.

Hillary against Nuclear power

We do have to figure out what to do with nuclear waste.

How about doing what the French are doing? Making themselves much less dependent on oil and the countries that supply that oil by using nuclear power AND reprocessing that used nuclear fuel:

Over the past four decades, America’s reactors have produced about 56,000 tons of used fuel. Jack Spencer, research fellow for nuclear energy policy at the Thomas A. Rowe Institute for Economic Policy Studies, says this “waste” has enough energy to power every U.S. household for a dozen years.

As we’ve noted, France long ago achieved energy independence by relying on nuclear energy for most of its power needs. But it also leads the world in processing this waste to create even more energy.

The French have reprocessed spent nuclear fuel for 30 years without incident. There have been no accidental explosions, no terrorist attacks, no contribution to nuclear proliferation. Their facility in La Hague has safely processed more than 23,000 tons of spent fuel, or enough to power the entire country for 14 years.

Our country pioneered the technology to reprocess it but banned the process in the late 70’s because every time its reprocessed it increases the plutonium content. Our country was scared it could fall into the wrong hands. But France, Russia, and Japan have been reprocessing for decades with no problems which alleviates the problem of what to do with the waste.

Dems are trolls on energy.

WOW great blog.I like how we invent a technology and pussy buraeucrats
are afraid to use it .I too believe nuclear power will solve our energy
problems.Everyone blames our dependence on cars ,but the truth is that
vehicles account for about 20% of consumed energy in this country.

There is the here and now, not just the future to worry about.Our free society depends on our mobilty.Alternatives fuels are on the way ,but
a long way from mainstream.Drilling is already been done in Alaska while
leaving a very small foot print on the environment.

Dems are happy only when they have someone to blame for the countries
problems.But blocking drilling and new refineries and nuclear power is on
them.If you want to see $6-7 gallon gas prices vote for one.

we need to also make it more bennificial for people to install solar panels on there houses to help produce power. They can also send what they don't use back onto the grid for others.

Solar is great,I have met people who have it that rarely get an energy
bill.It should be required on all new construction of homes.I'd buy it,
you wont get that nasty electric bill every month and it will pay for itself in
10 years

Obama is 100% correct about maize based ethanol.

The only reason corn is cheap is because they subsidize the ever loving fuck out of it, otherwise there are 10's of other plants that cost less to grow, grow quicker, and produce more oil than corn.

Maybe you have not noticed, Democrats are against all alternative fuels, but want an alternative fuel trust fund that receives $10 Billion each year from taxpayers.

So obama being for wood based ethanol makes him against all alternative fuels? Nobody has mentioned hydrogen, or solar either. You're long on hyperbole, but short on anything but smug self satisfaction.. time for a gut check.
