Several years ago there was a similar controversy over a teenager living abroad with his father. While living in the US he had a long juvenile record, and mostly received slaps on the wrist with a wet noodle. Over there he committed a lot of vandalism and when caught was sentenced to flogging. It caused a big stir here if I remember right.
When people come to our country, we expect them to assimilate to our laws and punishments. I think the same should be recognised when going abroad.
