Well,,, if you're subjected to the Liberal Welfare State, and the lack of large bodies of water to learn to swim in... It's a possibility.

That, and the fact I've personally bore witness to all of my black Compatriots in Boot Camp not being able to swim... I spent 3 days helping a Black bunk mate on how to "Dog Paddle". In other words, how to keep his head above water.

He was well worth the time spent. He covered my ass in combat.
