In the mid 80's Ted Koppel reported on Nightline that there were presently 43 countries involved in some sort of conflict either civil or against their neighbors; 21 of the countries were armed and funded by the U.S.; the other 22 were armed and funded by the Soviet Union. It seems then that the U.S. and the Soviet Union/Russia have been at war by proxy for many years. Now we are back in an arms race. Is there no good end to this? Nope.......

There is no premise to an arms race. An arms race requires competition between two parties. Russia and the US are not competing for anything. If you are a developing country that does not have racial, religious or philosophical fundamentalism as the core of your decisions, you are not really up against the West.
