Yes he resisgned but Bush didn't put a military man in his place and McCain is linked to Kennedy and was just starting to campaign for the nomination.

I have to say I don't know that much about Gates, but he's fresh meat and what the people have been screaming for so I'll let him start with a clean slate...but he better watch his back....

This move is interesting. It is actually beneficial to both parties. It says teh republicans are willing to work with the DEMS and with the popular opinion, and the Dems can say this would not have happened without their control of congress, and that tey are indeed making a diference ALREADY, before the vote are even all counted

His nomination must be confirmed by the Senate.
Whatever confidence Bush retained in Rumsfeld, the Cabinet officer’s support in Congress had eroded significantly. Rep. Nancy Pelosi, D-Calif., the House speaker-in-waiting, said at her first post-election news conference that Bush should replace the top civilian leadership at the Pentagon.
And Senate Majority Leader Bill Frist, who had intervened in the past to shore up Rumsfeld, issued a statement saying, “Washington must now work together in a bipartisan way — Republicans and Democrats — to outline the path to success in Iraq.”

Here is what I could find out about him, sure wish he had some military experience.
