While it's true that Bill Clinton had Algore negotiate the bribes from Communist China, it would be naive to think he never got involved in "diplomatic" negotiation for bribes.

I think Clinton sold a lot of favors to foreign nations personally - he may have had underlings write up the details, but the initial negotiations were by Bill himself.
