Since it wasn't done for personal gain you are correct that it is not corruption But it is more than partisanship - it is illegal. Hiring based on religion or political stance is odious in addition to being illegal. It goes against the very ideals the department is meant to uphold.
It appears to be a common ailment in the Bush administration - ideology trumps fact, skill, and qualifications.
