Uhm, toxic, that isn't corruption. Partisanship, yes. Corruption, no. Doesn't justify it mind you, but it isn't corruption.

What personal gain did they get from doing this? Without gain, it isn't corruption.

I can post definitions if you need some help understanding this....

Since when does personal gain have ANYTHING to do with corruption (not that Bush and Gonzo haven't gained personally from this)? The Catholic Church is corrupt and the nuns don't get anything out of it.

I would call protection from investigation, increasing personal political power and slanting the scales in favor of your party, corruption.

We can't continue to compartmentalize things down to individuals, it must be taken on a party level. Think RICO.

When it's breaking the law, it's corruption.

You have it bass ackwards.

Civil action:
Can the people rejected for employment, rejected for advancement or fired, claim a loss?

Sure, they loss employment and maybe cars and homes due to loss of income.

Criminal action:
Discriminating against career civil service people is against the law.

Yet, even from your original position, I would say yes ... blocking idealogical competition provided a gain to those that discriminated.
