That is their escape hatch on this one. Oil companies do not produce on everything they lease because most of it does not have any oil on it. They lease large tracts, study them, and then only drill on a tiny part that seems most prospective. Durban either knows this, and is proposing something he knows companies will not accept, or he is ignorant of how companies explore for and produce oil.. Tough choice.
