Make no mistake, congress may have the checkbook, but it is the president, one way or the other, who drives economic policy and economic trends
A five line memo from his CEA or his fed chairman, can move markets by triple digits (if you beleive the Fed has total autonomy from the white house, guess again) A proposal or veto threat can do the same, as can a stement regarding economic stratagy or tax policy.
You make a good point, in that yes, A president sometimes needs a cooperative congress to fully imapact the economy to his liking, but keep in mind, this President had one for 6 years
Some times, like Clinton, a president needs to go head to head with congress, and actual;ly forced a government shut down to push his agenda through
One way or another, it is the President that sets and drives the economic agenda

Don't worry Joe, what we can do is for all those people afraid of a non-profit oil business, we'll sell the oil you and they need to chevron, let chevron add a hefty profit, then resell it to you guys. I'm sure chevron will be glad to oblige you guys.

First, where in the modern history of this country have you seen ANY evidence that the government would and/or could do it cheaper? What is a fair wage and how is it determined?
Second, we don't allow ourselves to build new refineries because it might hurt the flora and the fauna, whatever that is.
Last, how will they replace the lost tax revenue? Will they simply do with less? Again, where in the history of this government have they EVER done with less?
Finally a question. What, in your opinion, should a gallon of gas cost at the pumps?

Absolutely, and I would never argue for no taxes...that's silly. But what does that have to do with the topic at hand? I never once argued for no taxation, maybe you were responding to someone else? Or drifting perhaps.
