Presidential, gubernatorial , mayoral, Fire chiefs,etc all make appointments to many powerful positions. The appointee is in place to make many decisions without needing to inform anyone or asking for approval.

I do not blame president Clinton for the Waco or Ruby Ridge incidents. I blame Janet Reno entirely. Clinton's portion of the blame is limited to *not forcing her resignation* for her serious crimes. The criminal acts were on her shoulders alone not Clinton's. I see Clinton's screw up's on OSHA and EPA appointments very similar to Bush's and hold the same set of standards to both equally when placing fault or blame.
