A UN special commission accused the US of commiting atrocities against civilians in Afghanistan. It said two army bases were home to several special forces units comprised mostly of CIA agents. The study showed that when these forces attacked Taliban and insurgent positions they killed high numbers of civilians with immunity from any law. On average, when Taliban attacked and killed 300 civilians the study showed that the US response killed 200 civilians and that those doing the killing were never held to account. These unaccountable killings were having a negative effect on the US image in Afghanistan amongst civilians.
