In Brooklyn you don't just sit around when a black man with a gun comes out of the shadows towards you like the cop did towards Bell.

What the NYC cops don't want to admit here is they were firing after hearing each other's shots thinking they were coming from the guys in the car. They are clearly at fault and avoiding blame through a crony system of justice.
