Why not just invade the country and make Mexico the 51st state of the union.

This way we can go in there and all but wipe and imprison those oligarchy families who have been ruling Mexico and keeping the masses in squalor since the 1800's.

While were at it, the U.S. can eradicate and imprison Mexico's entire corrupt military apparatus and do the same with the Mexican Congress and the Mexican Law enforcement.

Once the U.S. has gone complete Scorched Earth-Genghis Khan on the entire Crime apparatus that has disenfranchised the Mexican people and caused over 15 million of their own people to enter into the U.S. illegally; the U.S. can set up a Marshall Plan to help rebuild Mexico into a Democracy.
