Mental illness is the psychiatric term expressive of medical modeling of human reaction to oppression productive of mental (emotional, intellectual) distress or psychosocial disability. UN-NGOs represent international consumer-survivor groups (e.g. WNUSP & Coalition International) presently active in support of the UN Convention (Treaty) on Rights of Persons with Disabilities. UN-NGOs are participants in a global grassroots movement of solidarity which seeks to reduce human rights abuses inherent to psychiatry. Established practices of psychiatry are based in the lack of respect for simple morality leading to a system’s emphasis on negation of personal freedoms or the human right of self-determination. Self-determination involves human rights issues defined by 1) legal capacity and 2) civil commitment.
Two Moral Principles of Self-Determination:
1) To be human is to possess legal capacity in that a person’s humanity cannot be curtailed or denied by being made illegal. Personhood is inherent! Presently Legal Capacity is broadly defined by Substituted Decision-Making in an all or nothing fashion. Either an individual is fully capable of conducting their business affairs or they are deemed to be incompetent in all areas of life. Individuals with intellectual and psychosocial disabilities advocate a Supported Decision-Making paradigm.
2) Psychiatric commitment is a) involuntary admission into psychiatric institutions and b) involuntary administration of psychiatric treatments. Both these practices are a form of cruel, inhuman and degrading punishment, even torture, as they involve chemical (mind-altering, brain-disabling drugs and ECT ) +/or physical restraint (incarceration and 2, 3, 4, and even 5-point restraints) to quell socially disapproved behaviour.
Human rights violations are minimized or denied by both the American Psychiatric Association and the Canadian Psychiatric Association. These human rights violations involve issues of medical ethics, i.e. the right to voluntary informed consent (self-determination). Involuntary committal is psychiatric imprisonment that excuses itself as prevention detention, an act prohibited by international law and violating several rights in the Canadian Charter of Rights and Freedoms (sections 7, 9, 15). Community treatment orders (CTOs) are outpatient forced drugging (leash laws), an assault enforced by community treatment teams of mental health professionals. The individual must acquiesce or be involuntarily locked up into a psychiatric institution for an undetermined length of time (without a release date). CTOs are usually powerful, brain-damaging antidepressants and/or neuroleptics. In Ontario, patient appeals are rarely successful.
Physically and chemically restraining children is child abuse - a serious violation of the UN Convention Against Torture and the UN Convention on the Rights of the Child. Nevertheless, children as young as toddlers (the terrible twos) are used as guinea pigs in hi-risk drug experiments, fraudulently diagnosed for various socially disapproved behaviours and thereby targeted as recipients of health-threatening and highly addictive stimulants, antidepressants, neuroleptics and physical restraints and seclusion. Hundreds of patients labeled as "non-compliant" or "unmanageable" have been seriously traumatized or died while restrained (see "Deadly Restraint" series in The Hartford Courant). A model of the American TeenScreen is recommended in the current mental health report of the Canadian Senate ("Out of the Shadows - Highlights and Recommendations", 2006, p.19)
