His reasoning is that Arabs are too stupid to strap on a bomb and blow themselves up without help, so the Iranians are recruiting Saudis, Egyptians, etc., training them on making bomb belts and truck bombs and blow themselves up. Iranians are Persians, descendents of the oldest civilization in the region, a great empire while the Jews were still slaves, so they would never do things like trigger a bomb while wrapped inside it.
