Because it is a token fine and it rewards illegal behavior while punishing all those people who applied via the rules. You should never reward cheaters.

It depends on what you mean by reward and punishment. Even a token fine, as a market based metric, can be used to form conclusions sufficient to conform to rational actor theory in any objective mixed-market economy. Why would someone want to incur the expense of a fine, when they can simply pay a normal fee for the same product (work-visa)?

Both the labor market participant and the public sector would have a market based incentive to comply with market friendly public policy.

Under current public policy schemes, there is no incentive for black market labor participants to be "caught".

Every individual fined into legality would pay the same taxes that the local populace does. Local governments could benefit through more consistent tax revenue.

While employers share a portion of the blame, the ultimate blame goes to the ruling Jewish Establishment that controls our government.
