They do well with normal size disasters as San Diego showed, but New Orleans was simply too big for them to do a decent job on (and had far too much water).

Of course it didn't help that the Mayor and Governor both ran away, leaving the city completely leaderless, and that rather than roll up their sleeves, their first response was to blame others for their failures. Worked for the Mayor, but not the Governor.

Dubya had included FEMA into his new 180,000-man DHS prior to the Katrina disaster, and had been personally briefed regarding bthe anticipated severity of the storm's destructive potential.
There is no excuse, period.
