Magazines can be changed in 2 seconds with practise. Revolvers with speedloaders in not much more time. Deal with the criminal and stop worrying about the tool he uses. An armed citizenry is the best deterrent. The 2nd Amendment affirms a RIGHT to bear arms. If a permit is required, it is no longer a right, but a privelege. Therefore, I don't believe in needing anyone's permission to arm myself.
