Well, corporations and businesses already pay fines and larger fines are levied to those who have cause EPCRA releases and/or exceed their emissions permits. The fact is, these things, 9.5 times out of 10 are not done on purpose. It's the nature of production in many many industries.
Also, should these rules and regs include consumers as well? How about farmers? Let's see them follow the same guidelines as other industries. Let's define cities, towns, suburbs as waste generators. The larger the population the stricter reporting and regulations get. Ya know, like how industries are broken into large quantity and small quantity generators. Won't happen because they don't make enough money. You see, regulations will be issued to those who can afford to follow such guidelines and fines are issued because regulators know they will get paid. It's that simple.
