This will undoubtedly will create more costs per prisoner than is current, and for some odd reason these costs are already in excess of 50K per prisoner.

Then once they are settled into downstate IL, the ACLU will demand other prisoners (non terrorists) get the same standards. The IL prisons will become a country club paradise for the very evil, and we get to pay for them.
