This became clear to everyone during The IRAN - CONTRA scandal.

And let's keep in mind he had the single most corrupt administration in history-if the roster of those convicted is any gauge.

While singing "hosannahs" to Reagan, it might be well to remember the monies stolen from the Dept. of Agriculture budget, that were used to purchase weapons - which were sold at a profit to Iran ; and that the proceeds of this felonious fiddling were used to supply covert financing to the Contras in Nicaragua: a group whose human rights abuses actually came close to making the Communists look good.

(We were told : Oh, these are all new, greatly improved Contras. Rr-r-r-r-r-right !!)

although there are so many corrupt Republican administrations to choose from.
Take your pick: Grant; Harding; Nixon; but something tells me
The Bush/Cheney Administration will break all records once the whole truth comes to the fore.
