There are "treason" like offences (and punishments) which do not require war. Example - the Rosenbergs.

The ring leaders of the Whiskey Rebellion were also convicted of treason, but I think Washington pardoned them. So war is not the only time treason or treason like offences apply.

Yes a person can commit treason but selling secerets to forgein powers.

Actually what is ignorant is not realizing that IF the war is lost it is because of the treasonous actions of some in this country. Which is exactly why they need to be investigated and prosecuted for their crimes.
