Amnesty hasn't worked in the past or we would not have an illegal problem now. I am not sure why our politicians want to repeat that bit history again.

A market friendly work visa could solve our migrant, black market labor participation permanently. Any current illegals could simply be fined and issued a work visa. Foreign labor market participants wanting to enter the US labor market could simply apply for a work visa, without the expense of a fine if they go through normal channels.

A simple work visa scheme could also incorporate forms of catastrophic insurance to help reduce public and private sector costs.

A hypothetical work visa could be good for one year, renewable annually. I don't think there is any need for a time limit or term limit for an annual work visa.

Any revenue generated from this type of public policy could be used to help defray public sector costs, and help provide for unemployment and training benefits for native US labor market participants. Ideally, there would be no time limit on unemployment benefits and native US workers could spend their time going to school or training for professions that are more in demand.
