Two different things.

One the "people" have not refused, the thuggish government that seized power did.

Two, unfortunately you are correct, if the government is not going to let us get food to the people, we shouldn't try. I said this a couple of days ago, it is a shame that a government can be so horrible that it makes a no brainer like helping suffering people recover from a horrible disaster debatable.

Yes, they cleverly hide it on the front page of Yahoo, almost guaranteeing that no one would see it.

Pretty much so, but if you read the rest of his quote, you would know that what a democracy says is irrelevant, only what Carter believes has merit.

is that we never should have offered aid in the first place, there are enough people in need of aid right here, or are citizens of other countries more important than us now?

Yet, some how I don't think there are too many people in the US who will die within days if we don't give them more aid soon.
