The Soviets had re-entrenched themselves into the local bureaucracies, where the "rubber meets the road," and have been effectively blocking many reforms coming down from above. The oligarchs are battering the hell out of the government, and the people are willing to bring back a "strong hand" to deal with them, even if it means evryone else gets a little bruised in the process.
These are all pains in the ass that require our attention and involvement, but I don't think there is any centralized effort to restart the Cold War.
Russia is our
ally now, and we'd better work hard to keep it so, as we will need them in the coming decades as our battles with Islam and the remnants of Communism shift eastward.
If there is another Cold War with Russia, let us not be the ones who start it.
