You’re wrong Heckler, if you look at the historical data you can divide the history of air pollution into to parts, the “period of perception” p(P) that is the period of which a substance in the air gains sufficient notoriety or be perceived as an air pollutant by the public and policymakers. Than there is the “time of federalization” t(F) which is the time the federal government appropriated regulatory authority to itself for the pollutant in question.
Trends in the various indicators after p(P) but before t(F) shows that there was little importance of federalization in improving air quality. Would you like me to give you some examples?
