The air quality has impoved in all large cities over the last 30 years. If you want more mass transit the government should privatize the roads.

How so? Even with the Clean Air Act, industries such as oil refineries, power plants, among others, have still produced pollutants at an illegal level. The fines are generally woefully inadequate. Then there's the "legal" way, waivers here, relaxing of standards there, usually traceable back to bribes, er, donations to a particular party or individual. Technology is fine, but some standards need to be set, imperfect as they are. For, in the world of big corporations, greed is king, the health of citizens very much secondary.
