Several years ago 20/20 or some like minded show did about an hour long segment on this. From my memory it went like this. Foreigners pay more to the medical schools than do Americans, they have a limited number of places to fill in the med schools and it seemed to me as if the first ones there with the money got the places with no respect to who was the "better" or "smarter" student. Some of the American med students were having to go to foreign countries (no shit) to get their medical degrees because they couldn't get into an American school--to damned full of foreigners. I don't know where they are going to practice with those foreign degrees or how they transfer them to an American practice. One of my neighbors is a doctor (he's Canadian) so if ya really want to know I'll ask him. He taught at the Univ. of Ottawa for over 20 years.
The deal with most of the foreign doctors is supposed to be----we train them medicallly and they go back to their country of origin to practice medicine---about 99% of them don't go back they stay right here. Does that have a familiar ring to it?
So it's about money, not about Americans not being smart enough or to lazy or to anything----they can't compete money-wise with their foreign counterparts.
*A couple of years ago two Middle Eastern students got stopped at the Tulsa airport with $80,000.00 or so in cash in their suitcase! It was their "allowance"!!!!!
