I accept it is the life we chose and we have been blessed with easy transitions compared to most.
My 7th grader started preschool in VA, then OK, went to K/1 in OK, 2nd grade in VA, 3rd-5th in GA, 6/7 in AZ, and now 8-? in NC.
My 4th grader started preschool in OK, then VA, K-2 in GA, 3/4 in AZ, and 5-? in NC.
My biggest complaint is having to find a place to live in the best school district. It's not always possible. My daughters were ahead in OK, fell behind in VA, moved ahead in GA, and fell behind in AZ.

Fortunately, they know what it's like to be truly acadamically mentally challenged.
Bill Signed for Military Children

States that agree to work collectively with other compact states create uniform standards of practice, including the transfer of records, course placement, graduation requirements, redundant or missed testing, entrance-age variations and other transition issues."
"At the ceremony Thursday, Caldwell explained that most Americans are "fairly consistent" in where they live throughout their children's school years, "probably living in the same district in the same home."
In contrast, he said military Families move six to 10 times between when their children enter elementary school until they graduate high school.
Caldwell said he believes awareness is key to the issue: "...I believe that if Americans know what military Families are faced with, and
how challenging it is for them to pick up and go to another state ... that they will want to help and be a part of this, and they'll want to energize their lawmakers to pass legislation that will, in fact, support the military Families..."
