That's it? The kids get suspended and charged with being "unruly"?
Why is this so complicated? A Crime was committed. If the children aren't being charged for it, then it can only be because they weren't responsible. If not, then the parents ARE responsible. Plain and simple. If a parents wants to pretend their innocent little terrorist can't be held accountable, then they need to take the blame themselves. Call the "unruly" charge 25% of the punishment, and let the Parents face the other 75% of the penalty for the crime, as adults.
And why in the world has the school not
immediately expelled these kids from the School System entirely? They are a threat, created by their parents...send them HOME for Mommy and Daddy to deal with. If that's inconvenient, too damned bad! If that means they have to sacrifice to make money for private school, or time for home school, too damned bad! They had their chance to raise decent kids, their own choices led to monsters turned loose on the Public...they should planned it out a little better, huh?
At that age, not one single human on this planet is accountable for those kids EXCEPT the parents. The School system shouldn't have to tolerate them for one more second. The school system is entrusted with the care of many other children, and would knowingly VIOLATE that trust and endanger their students by keeping these monsters.

You must live in the 51st State. In all the other 50 States, homeschooling is NOT forbidden. Each State regulates it to varying degrees, but NO State outlaws it.
You had a CHOICE, and you CHOSE Public Schools.
But at no point was Public School "forced" on you.
