Not everyone can be a Doctor or an Attorney.
I agree too but fractions should be scrapped

Why? A perfect example is my 7th grade daughter's grading scale, same school, different teachers. My daughter got a 88.9 in honors Math, which is a straight B, by the Math teacher's grading scale, but by the rest of the teacher's grading scale it's a B+.

I don't see how this has anything to do with fractions, all the numbers you gave were in decimals so I don't see how converting it to fractions would change the grading scale one iota.
