Cool Savings at lowest level since the Great Depression

A news report on TV last night reported that the American saving rate is -1%(minus 1%), meaning savings are decreasing. This is the lowest rate since the Great Depression. Does this mean the great economy is living on borrowed time?
Also, I do not know what constitutes "savings". Any comments?

I posted this in another thread, but at the risk of repeating myself here goes. I saw the same or a simular report. It did not take into account, Social Security, 401K's or homeownership. I think this means people are investing, rather than saving. Of course, the report and after statements also did not take into account that more people are living on credit, I.E money owed on home loans, credit cards.

Gix-this is a very good arguement, however, after we subtract all the living expenses, people are already in the hole. What meal do expect them to skip?

Last numbers I heard was that Japan has a +26% savings rate. No wonder they are kicking our ass.

I think that saving money is the right thing to do, but I will not keep much money in a low intrest earning account when I can put a higher precentage of my salary into a 401K. For me it is a better investment.
