Could you imagine the overcrowding if these people weren't given constant passes (i.e slaps on the wrist). I don't like it anymore than you, but where the hell are we going to put all these losers? I want 'em locked up, but how is it logisitically possible without building tons of more prisons?

Lets have some examples of the technology of which you speak. Especially any that will prevent crime and lower the prison population. Please, something other than worthless ankle bracelets, most crooks have already figured out how to beat those.
