The laws of the various states dictate whether or not capital punishment is acceptable. The U.S.Constitution merely permits it, it does not mandate it. The state laws are written by legislatures who are popularly elected by the majority of the voters in their respective districts. This is the best way to ensure that the "will of the people" is protected. Since most states have capital punishment statutes, it seems "the people" have not "evolved" as much as you think. If you can get the super majority necessary to amend the Constitution, you can ban capital punishment nationwide. Otherwise it is federally permissable and becomes an issue for individual states to consider, with no state able to force its will on others.

Ya I say take care of the baby medicaly and leave it the hell alone raise it and look back in at about 4 or 5 and see if she exibits any behaviors that might show that this affected her. I doubt it would but you never know but don't go asking the child stupid questions that like do you remember this horrible act that no indeed she did not thank god because of her age but she sure as hell has now. But this is the kind of things therapist do I took several classes and in many way it teaches you to ovserve human behavior but then they go past that with bullshit and that is about all it amounts to. Ya I got booted out of a couple of my last classes.

The report did not specify, but I'm guessing the "therapy" referred to is not of a psychiatric nature, but of a physical one. Possibly for tissue regeneration, or to ensure the broken bones knit in a fashion to ensure mobility and skeletal flexibility later in life. There are many types of therapy that have nothing to do with emotional trauma.
