That's the problem......
In theory, the problem may disappear if illegitimate children (and by the way, some children born in marriage are raised on government programs, too) were not eligible for social programs.
However, no matter how much you may protest that "little bastard" is the technically correct term, the word denotes a real attitude on your part--that the child, being born into its imperfect family, is the object of contempt and not worthy of enough food, clothing, or a solid home.
