No. Should they have? A dog is a living dog from the time it is concieved and all laws that apply to dogs should apply from the time they are concieved as the only difference between a pre natal dog and a post natal dog is growth and maturity. The same is true for any other animal.

In fact, there are a number of animals that killing killing their unborn will get you put into prison. You see, in reality, everyone knows that unborn humans are living and human beings. The same science that proves that unborn eagles are in fact, living eagles and killing them before they hatch is still killing a living eagle also proves that unborn humans are in reality, living human beings. Killing the unborn of any animal on the protected or endangered list will get you locked up because everyone knows that you are killing a living member of that species.

Following your logic, we should be able to kill unhatched eagles, and unhatched condors, and any fetal animal in the world without legal consequence as they do not actually become what they are until they are born. Do you have a problem with killing fetal polar bears, or fetal eagles, or fetal pandas etc?

Of course you would be against killing fetal pandas, and fetal eagles, and fetal condors and on down the list because you know that they are living, and you know that they are what they are. The fact that you wouldn't be ok with killing them is evidence of your hypocricy.
