Like when Clinton was in office - the house and senate were rebuplican. This kept him in check. So he wasn't able to "go crazy" with his agenda.
Bush was allowed to run around doing all kinds of shit for years before the checks and balance system came into play. The house and senate didn't give a shit what he was doing and he didn't care what they were doing.
As far as Bush's feelings for the american people - he hates us. He feels we betrayed him. the economy, his recently submitted budget - it's his final "fuck you". But I digress.
