I think the concept is in virtual oposition to the concept of Capitalism, it is a philisophical fight for me because the aesthetic you ask about seems to oppose the concept of Capitalism.
How far should it go? That is the biggest question.

If it is legislated then is some of the individual's responsibility alleviated? Also, where do we draw the line with the legislation of a moral code?

I think it may be in opposition to capitalism on the state level, but not really on the individual level. I think the biggest issue is that individuals do not want to help everyone in every case, whereas the state cannot make the distinctions as easily.
