Its called the law of supply and demand. NY has always had a history of butt legging because of the high taxes but as the government gets more and more greedy this will only increase.

The best thing NY can do is lower the taxes, more people will stop buying illegal cigarettes, the mob will stop as much smuggling (it will never go away completely) and more cigarettes will be purchased legally, thereby increasing the actual revenue to the state and city.

This is so fundalmentally obvious you have to wonder just what is going on.
