Default The Culture Determines Police Action / In-Action

I find that most police personnel I talk to don't understand the laws they are hired to enforce, and they are beholden to popular culture, more than they are strict adherance, which can be good or bad depending on what ordinance it is they are enforcing or neglecting. The most obvious one of late is the noise ordinances most cities have in in place concerning loud tailpipes and mufflers. The popular motorhead and biker scenes of today tear out constantly in cities across the nation with obnoxiously loud tailpipes and the police do nothing about it. Why? Because cars and America go hand in hand. Now if a rock band started jamming out in the park---with their own generator...the police would be there soon to shut it down. Or if i drove thru the streets with a siren or noise making machine at similarly loud decibals the police would probably arrest me. Popular culture dictates what the police will or won't do.
