Well when I have spoken to japanese people about this subject on the rape camps in WW2, the are deeply apologetic, thats the people.
The government is another thing, and it will be a slow proccess before they apologize. Hey it's taken 43 years for our government to apologize to the Aborignal People, and thats 43 years since we recognized them as humans and not just part of the fawna like Kangaroos.

As for the Japanese today, they're still very racist and I implore you to look into this, its fascinating. It must be weird being an asian racist, they still have to acknowledge white superiority and then just put other races below them. Racism based on being in second place, hah.
